What is qualified proposal? Current proposals recieved mostly are a preliminary idea . The proposal should be an executable solution after mature discussion. For example,a propasal received is about dynamic calculation of the minning power, which sounds bravo,but how to design formula, do you have the expected effect? Another example, a proposal is about recruit the volunteers for translation,which is a request instead of a proposal. If you could find brilliant translator and appllying for funds, it could be a proposal.

Like the bitcoin forum, it is a discussion base for governance and technical issues. You can initiate discussions on the basis of the topic. The large number of participants in the discussion also represents the concern and necessity of the issue. The lack of response to the issue also indicates the non urgency of the issue. Many good bitcoin solutions and ideas originate from the bitcoin forum. Personal opinions and ideas can be improved through discussion in the forum to form effective proposals.
Four steps to have your proposal implemented
Step 1: Launch a topic at the Forum: https://forum.polkaworld.org.
You can initiate discussions on some governance issues of chainx in the form.
Step 2: when you have a qualified proposal, you can find the member of parliament (the parliament node is shown in the wallet). Submit the proposal to one of the parliamentary member.
Step 3: The parliamentary member put forward proposals in the parliament, and members of the parliament will discuss and vote for it.
Step four: A referendum &Implementation.
