1. What is ChainX parliament?

Parliament is an important part in ChainX self-governance system, which undertakes community governance , handles community affairs, leading community, and cultivatting and promoting ChainX ecosystem

2. Why Should the Parliamentary System be Reformed?

In order to promote the ChainX community to be more democratic, orderly and decentralized , the parliamentary systerm of ChainX would be reformed in terms of the members ,rules and the process.The parliament member is no longer nodes only, and the election is no longer based on the number of votes only. Various forces will join to promote ChainX . The reformed parliament would take the enthusiasm of ChainX into consideration. establish shift system, elimination system and incentive system. ChainX community is developing , and ChainX parliament will also involve with it .

3. Who is the main body of parliamentary governance?

The parliament will consist of nodes and community representatives, and reserves one seat for PolkaX as the team for the proposal implementation and development upgrade. The remaining 10 parliamentary seats are held by 6 nodes and 4 community representatives.

Among them, the node seats are held by honest nodes who intend to join the parliament,
Four of the nodes with the highest number of domestic votes and two of the nodes with the highest number of overseas votes. Any node with bribery and rebate will not be able to participate in the parliamentary election;
Among them, community representatives are three representatives of domestic communities and one representative of overseas communities, and community representatives are elected by node members in the parliament.

4. What are the Rules of Parliamentary Governance?

Members of the parliament vote on the community proposal in the way of one person one vote. If more than half of the members agree (more than or equal to 6), the proposal passes the preliminary examination;
After passing the preliminary examination, the community referendum process will be entered. If the affirmative vote is more than or equal to 2 / 3, it will be implemented and launched by Polkax team;
The term of office of each parliament is 3 months. After the expiration of the term, new members will be selected according to the new votes and community contribution. The last Parliament will conduct subjective review on the current elected members according to the contribution, sense of responsibility and other matters to evaluate whether they are suitable for election;
Parliament has the right to impeach members who have major issues during their term of office.

5. What are the Obligations That a Parliament Member must Fulfill?

Chairman on duty: one member shall serve as the chairman on duty of the parliament every week, leading the work of the parliament in that week.

1）The chairman on duty is responsible for publishing the ChainX mining daily report this week

2）A theme discussion and summary will be held in the community or parliament every week regarding the development of ChainX,

-Diversified theme content: including but not limited to proposal, technical discussion, mechanism discussion, etc

-Diversified theme forms: including but not limited to community forum, community AMA, community discussion, etc

All parliament members: members need to actively cooperate with the chairman on duty, actively respond to the community, discuss and vote forum proposals with due diligence; actively guide the community, and disseminate ChainX concept and vision. Each member is required to complete:

1)Publish an original article about ChainX,the following topics are recommend

Bitcoin & ChainX
Chainx smart contract
ChainX node revenue
ChainX Chairman on duty summary, ecological construction, etc

2)Interview at least one community member to understand community voice and collect suggestions

3) Translate 1 or more ChainX Chinese articles according to ability to promote overseas community development

6. What Rights and Benefits can Members Exercise?

1）Proposal right

Collect community suggestions, put forward proposals to ChainX Parliament. Participate, supervise and correct the decisions to be made regrading the chain.

2）Voting right

The right to vote on community proposals, to vote on reasonable proposals and to veto inappropriate proposals.

3）Right to elect

The right to elect community representatives to Parliament.

4）Recall right

The Parliament have the right to remove members from office in accordance with regulations.

5）Incentive right

The ChainX Parliament funds provides 20% of the income as incentives for members every month, 80% of which are allocated equally to members, and 20% to the best Parliament members;

*The best members shall be selected in the last week of the term, and the incentive of members shall be issued within a week after the expiration of the term ,which last for 3 months;

*Parliament members who fulfill their duties with due diligence will be get the incentives accordingly.

7. Who can Apply for Parliament?

Community governance is an essential process in which all community stakeholders could participate in community governance. PolkaX development have implemented the Chain infrastructure, development tools and smart contracts, etc. it is hoped that such a chain with good infrastructure can gather consensus of all parties, gather forces of all parties, give full play to its advantages, and realize decentralized development of the community.

8. How can I Apply for Parliament?

1)The parliament will change its term every three months, and the campaign information will be released in the community

2)Nodes and individuals willing to join parliament issue campaign Manifesto

3)Node members are generated according to the number of votes and integrity of the node

4)Community representatives are elected by successful elected node members

9. How to Quit Parliament?

There are two kinds of abnormal suspension of a member’s qualifications, one is recall and the other is resignation.

1）When the number of votes or self-bounded votes changes significantly, the elected member shall actively inform the Parliament and explain the reasons.

2）When the community representative fails to act in accordance with the wishes of the community and fully violates the wishes of the community, the parliament has the right to recall the duty.

3）The parliament has the right to impeach and remove the members who fail to attend the parliament meeting on time, perform the duties of the parliament in time, who carry out activities contrary to the duty of the parliament, and who have major issues such as adverse to the development of the Chain during their term of office.

4)During the term of office, if a member needs to withdraw from the parliament in advance for some reason, he / she may voluntarily submit an application for resignation to the parliament.

5)If a member fails to withdraw from the parliament as required, the parliament has the right to deprive him / her of the right to get incentives and make corresponding punishment for the impact of his / her behavior on the Chain.
