1. ChainX Parliament
At the beginning of Chainx chain, polkax team temporarily assumed the parliamentary responsibilities and led many nodes to bring the consensus system of the chain into stable operation. In the next growth period, Chainx will have more affairs to vote on. In order to form autonomy for Chainx community as soon as possible, the community council will be expanded to include the node community that has gradually matured. Retain one parliamentary seat for polkax team as the final development implementation and upgrade organizer, and add 10 parliamentary seats. The 10 parliamentary seats are held by the honest node that has the top 10 votes and intends to join the parliament. Any node that has bribery and rebate will not be able to participate in the parliamentary election
2. ChainX Parliament Election
Given the fact that the total number of votes a node receives changes all the time, but the parliament seats should be held by a fixed group for a certain period of time, so each parliament term only lasts one month. After one month, elections will be held to select new nodes with high ratings and credibility.
3. ChainX Parliament Responsibility
The parliament is in charge of all aspects of community matters, listening to users’ complaints and handling community proposals.
1)All 11 members of the parliament are obliged to glean information from the community and submit proposals to the parliament. The proposal is voted by members of the parliament with one member, one vote. If more than half of the members agree (more than or equal to 6), the proposal is approved in the preliminary vote.
2) After the preliminary vote comes the referendum. The proposal needs to receive more than 2/3 of all the votes(more than or equal to 66.67%) to pass, and then the PolkaX team will implement it. The ChainX Community parliament joins hands with the PolkaX team in improving ChainX community.
4 How to be a Member of Parliament

2）There is no bribery rebate at the node
3）Participating in the parliamentary election and winning the top ten votes
Recently the election is in the end of every month in the community.

XXX node, in order to help the harmonious development of Chainx’s ecosystem, announced that since the participating in the election of ChainxX parliament, it would not bribe election and rebate in any form, strictly guide the community to vote according to their contributions, and will voluntarily quit from the ChainX Parliament and accept punishment in case of violation.
